Recycling and Refuse

The Village of Black River participates in a recycling program.  This program allows the reuse of materials, cuts down on our landfill space, and helps defer the cost the Village pays for the disposal of solid waste.
Recyclables are collected every other Thursday. Please put recyclables in containers (not bags) at the curb by 7 a.m. Thursday or no sooner than 7:00 p.m. the evening before.  Only clean recyclables will be collected. Recyclables do not need to be separated by category.

The following is a list of both acceptable and unacceptable items:

Plastic
Bottles, jugs, containers & tubs with caps removed
> No styrofoam, plastic bags or automotive oil containers

Glass
Bottles and jars with caps removed (no need to separate by color)
> Glass must be empty and rinsed.  No broken glass, windows, dishes, light bulbs

Metal
Metal food cans, aluminum food and beverage cans
> Containers must be empty and rinsed

Mixed Paper
Newspaper, junk mail, magazines, paperback books and shredded paper
> No paper plates or cups, tissue, hardcover books

Cardboard
Corrugated cardboard boxes, brown paper bags
> No wax, plastic, styrofoam or metal coating

Lightweight Cardboard
Cereal & food boxes 
> No used paper plates, cups or tissue

Electronic Waste will no longer be collected by the Village you may dispose of these items at the Jefferson County Transfer site on NYS Rt. 12.

Garbage
Household garbage is collected every Monday (Tuesday in the event of a Village-observed holiday) and must be in clear garbage bags.  Garbage must be placed by the street no later than 7:00 a.m. the day of collection but no earlier than 7:00 p.m. the night before.  The following items cannot be collected:
  • Tires
  • Paint
  • Batteries
  • Dog Waste
  • Ashes
  • Construction debris
  • Grass clippings
  • Items over 50 lbs.
  • Furniture
  • Recyclables
  • Mattresses

The Village has a device for the garbage truck that lifts and empties garbage cans mechanically, the device requires a tipper can.  These cans are encouraged for households that generate large amounts of garbage.  The cans resemble the one pictured below and can be purchased at your local home improvement retailer.

Uncollected items must be removed from the curb within 24 hrs.

PLEASE NOTE: VILLAGE ORDINANCE PROHIBITS IMPORTATION OF GARBAGE FROM OUTSIDE THE VILLAGE.  SUCH GARBAGE WILL NOT BE COLLECTED AND VIOLATORS MAY BE PENALIZED PURSUANT TO VILLAGE STATUTE.
